Meta does, from the template you submit. A template offering a discount is marketing; an order update is utility; an OTP is authentication.
It matters commercially — the same message written two ways can sit in two different price bands, so template wording is worth getting right at onboarding.
No. Billing is on delivery. A message that does not reach the handset is not billed.
Yes. The rates on this page are the published ones; sustained volume is priced below them. Tell us your monthly volumes and we will quote against them in writing.
